It was obvious during the first year of the project that this would be easily achieved when people seeking various services flooded the centers. The second year consolidated the services being delivered, with particular attention being given to improving the quality of those services and making the most efficient use of available resources. Having consolidated the services, the third year saw the various project partners reflecting on the experience and looking ahead with a view to building on the strengths of this project. It is clear that the project has had a positive impact at the grassroots level of the drug users, at equipping service providers to carry out HIV prevention and care activities, and at the level of informing government responses to HIV amongst drug users. |
